MITI¡¦S REVISED GUIDELINES ON NON-PREFERENTIAL CERTIFICATE OF ORIGIN (FOR TRADING COMPANY)(NB/16/08) This is to inform you that the Ministry of International Trade and Industry (MITI) will be revising the guidelines on the issuance of Non-Preferential Certificate of Origin (CO) effective June 1, 2008. The significant changes to the guidelines are as follows:
- All applicants will have to submit a Statutory Declaration (SD) to FMM. The SD can only be signed by the Director/Proprietor/Partner of the company and has to be attested by a Commissioner for Oaths.
- Companies found to have falsely declared information in the CO can be penalized by the relevant authorities under the Customs and Penal Code Acts.

MITI has informed FMM that manufacturers and traders are not required to submit cost analysis to the Chambers of Commerce for endorsement of Non-Preferential Certificate of Origin..
FMM Workshop on “Container Damage, Cargo Damage & Insurance Claim” (NB/23/08) The Federation of Malaysian Manufacturers (FMM) Northern Branch will be organizing a one-day workshop on Container Damage, Cargo Damage & Insurance Claim on 20 August 2008 at the Sunway Hotel, Seberang Jaya, 13700 Prai.
The objectives of the programme are as follows:
- Identify the causes of losses and how to remedy the situation when such losses
accumulate and the ways to minimize such losses;
- Understanding of all kinds of risk involved in the industry from the time goods leaves the warehouse until the goods received by the consignee.
- Strategies to improve existing methods by modification or introduction of new and cost effective system to reduce losses to the industry by knowing all the available remedies against the adverse party.
- Enhance knowledge in the processing of claims and saving huge losses, thus making the daily operation effective and efficient and increase in productivity.
Scanning Section at Penang Port Sdn Bhd (NB/22/08) members that they were unable to pull their containers from Penang Port during the 3rd shift as the Scanning Section only operates from 8.00 am to 1.00 am.
The FMM Northern Branch has raised this issue with the Royal Malaysian Customs, Penang during the recent meeting between the Customs and the private sector. The Customs, Penang has agreed to FMMs proposal to work 24 hours based on demands/applications.
Applications must be made to the Ketua Cawangan during office hours. Pilot run of this project would be for 3 months. If there are no demands for this service, it will be discontinued.
Cancellation of applications must be made during office hours before 5.00 pm. Otherwise, a penalty of RM500 would be imposed.

FMM Seminar on “Economic Integration: Business Without Borders” (NB/21/08) The Federation of Malaysian Manufacturers (FMM) Northern Branch will be organizing a half-day seminar on Economic Integration: Business Without Borders on 6 August 2008 at FMM Northern Branch.
The objectives of the programme are as follows:
- Provide an overview of Malaysias Services industry
- Provide a platform for industrialists to discuss the future of ASEAN and Malaysias FTAs status
- Update industries on the incentives offered to the services sector

Infrastructure and Utilities Issues (NR/05/08) The Federation of Malaysian Manufacturers (FMM) Northern Branch is proud to announce the appointment of our Vice Chairman, YBhg. Dato Muhammad Ismail as an NGO Municipal Councilor in MPSP by the Penang State Government.
The FMM Northern Branch has been playing an active role working with MPSP to resolve members issues and the appointment would bring FMM NB closer to MPSP in addressing the industry issues.
The FMM Infrastructure and Utilities Sub-Committee, chaired by Dr Ooi Eng Hock of Menara Kerjaya Fasteners Sdn Bhd, has been assisting members in resolving issues pertaining to traffic congestion, potholes, uneven roads, clogged drains, traffic lights, street lightings, interruption of power, water and telecommunication and many more.

LETTER OF INDEMNITY FOR ENDORSEMENT OF CERTIFICATE OF ORIGIN(NB/35/07) We would like to remind you that your Letter of Indemnity covering the endorsement of Certificate of Origin and related trade documents would expire on December 31, 2007.
As you are aware, the validity period of the Letter of Indemnity for FMM members is two years. To facilitate the continuity of such endorsements, we would advise that a fresh Letter of Indemnity covering the calendar years of 2008 and 2009, i.e. from January 1, 2008 to December 31, 2009, be lodged with us as soon as possible.( letter) We are pleased to attach herewith a specimen copy of the Letter of Indemnity (Appendix I) for your easy reference.( signatories)
Invitation to FMM Business Networking Lunches (NB/33/07) The FMM Northern Branch will be organizing a series of bi-monthly business networking lunches for members. Participation is by invitation only and members are strongly encouraged to attend these high-powered business networking lunches to exchange ideas, views and concerns.
The Business Networking Lunches also aim to provide a platform for business opportunity (B.O.N) networking sessions among members. Members may bring samples, brochures and company profiles for display or distribution.
Senior Government Officers from the various government departments and agencies will also be invited to join the members. This will not only provide the opportunity for members to network with other members of the industries but also with the Senior Government Officers.
